Alien Registration System

Foreigners who have entered Japan and foreigners who were born in Japan must register as aliens. It is essential to be issued with an alien registration card, which may also be described as proof of identity, and to carry it with you at all times when you leave your residence.
1 Initial alien registration
After entering Japan, persons who intend to stay in Japan for more than 90 days must register as aliens at the administrative office of the municipality where they reside within 90 days of arriving in the country (this is not necessary for persons who will leave Japan within 90 days).
Even infants with foreign nationality who have been born in Japan (who do not possess Japanese nationality) must be registered as aliens within 60 days of their birth.
The person themselves should request the registration at the municipality’s administrative office, but in the case of persons under 16 or in the case of special circumstances such as sickness, relatives over the age of 16 who live with the person concerned may make the request on the person’s behalf.
